Your Opportunity

Working with the Office of the Australian Information Commissioner (the OAIC) will place you at the forefront of regulating Australia’s privacy and freedom of information laws; shaping how emerging technologies and data practices impact the lives of every Australian and supporting open government and information access initiatives.

The OAIC is a statutory agency within the Attorney-General Department’s portfolio. We have responsibility for:

  • privacy functions under the Privacy Act 1988 and other legislation
  • freedom of information functions under the Freedom of Information Act 1982
  • government information policy functions, conferred on the Australian Information Commissioner under the Australian Information Commissioner Act 2010

The Information Management & Project Services team works within the Corporate Branch and includes corporate services such as people and culture, governance, finance, office management and executive support; legal services and strategic internal and external communications

The Role   

Based in Sydney CBD and working within a small team, the Senior Manager (Transformation Lead) needs to have multi-disciplinary skills, and be an innovative and creative problem-solving thinker who thrives on challenges. The Senior Manager will have a keen interest in building their knowledge across a range of strategic and operational and dynamic transformation implementation areas to carry out their role effectively.

The Senior Manager (Transformation Lead ) will be required to work autonomously and consultatively and will bring their people engagement, solutions-focused, implementation, facilitator, management skills to the role.

The ideal candidate will:

  • have a good mix of people engagement skills, coordination multi-tasker, proactive planning, diverse project management approaches and techniques, and analytic skills in order to work with various groups both internally and with external stakeholders to drive the transformation and the delivery multi-scale programs.
  • demonstrated ability to establish processes, track change, identify business improvement options, and evaluate the effectiveness project delivery outcomes to help shape and ensure the OAIC achieve its transformation goals for achieving better internal capability during its dynamic period of growth.
  • deliver project management with an organisational impact, proactively monitoring implementation and delivery of key tasks, applying required project management interventions and approaches for making sure goals are achieved, and capable of multitasking and forward planning,
  • ability to identify emerging system and business transformation needs and opportunities, be willing to learn design thinking/co- design to ensure experience of staff and stakeholders are factored in the transition projects

Skills and Qualities

The Senior Manager (Transformation Lead) will possess:

  • Broad knowledge and experience in project planning, procurement processes, performance measurement, effective reporting and project controls, risk and issues management
  • Tactical/operational program implementation experience - Experience in the delivery of projects or products, managing time, cost and quality to successful outcomes using different project management methods (e.g. Agile and Lean practices and frameworks) and follow up the activities needed to transfer functions
  • drive quality assurance of the Project deliverables
  • experience in managing strategic projects or corporate transformation initiatives in an information management or data analytics organisation
  • Influencer skills for obtaining buy-in and agreement with internal/external customers
  • Experience in building, leading and managing delivery team/s setting the pace to successfully deliver all key milestones and product outcomes within scope, on time, on budget and to expected standards;
  • Knowledge or ability to rapidly acquire understanding of business needs and requirements in order to drive organisational transformation,
  • Ability to work with corporate governance teams such as HR and finance
  • Experience as a scrum master and coaching teams 
  • Analytical and multi-tasking skills and capacity to synthesize information, managing expectations, mediation and issues management
  • Strong interpersonal skills, self-motivation and coaching skills, written verbal communication skills, including producing high quality presentations
  • High level time management of priorities, excellent organisational and planning skills;
  • Networking leadership
  • previous experience in managing/implementing transformation initiatives, product development management or change implementation is an advantage (desirable)

Role duties

The Senior Manager (Transformation Lead) is a creative thinker, implementation-focused and results driven individual who thinks strategically and operationally. They will also need to demonstrate their capacity for balancing competing deadlines, project phases and working with fellow colleagues to algin efforts, and outcomes.

The Senior Manager (Transformation Lead) works on various of issues and is responsible for:

  • Leading and evaluating project goals and processes – identifying needs and suitable approaches, and quality assurance; 
  • Planning and forecasting project needs, establish roadmaps for ensuring delivery success;
  • Project management and oversight all transition projects being implemented;
  • Applying the OAIC Project Management & Risk management framework;
  • Developing project updates;
  • Delivering business improvement, manage share service provisions, and transition projects (e.g. projects that involve vendors, contract management, redevelopment of systems);
  • Management of business improvement and special projects (e.g. Shares Services management; overseeing implementation of roadmaps for projects that include transformation of data systems or data development)
  • Ensuring the successful implementation the OAIC Special Projects, integrate plans and monitor end to end project life cycle delivery;
  • Reviewing results and outputs of projects;
  • Conducting risk management – demonstrated ability to analyse and proactively updates on risks and develop mitigations;
  • Maintaining and engaging stakeholders –working with all levels of staff across the organisation
    • creative and innovative ways to communicate change and work collaboratively with internal and external stakeholders, working with vendors for delivering business enablement
    • Driving change for improving operational outcomes 
    • Providing advice internally.
    • Applying safeguards to mitigate any risks.
  • Building strong relationships and liaising with internal stakeholders (such as OAIC Executive and wider organisation) on transformation matters that may impact upon the OAIC and how it complies with the policy and governance frameworks.
  • Co-ordinating the handling of internal and external project scope needs on behalf of the OAIC and providing advice.

Job specific criteria 

  1. Experience in supervising teams, management of multi-vendor relationship projects, and delivering end to end project cycles – such as driving projects with whole of organisation impact or equivalent to leading corporate transformation initiatives (in a data or information services organisation or related government organisation) is required;


  1. Technical knowledge of project management methods and business improvement skills in Commonwealth and industry (digital/technical vs non-digital/technical).
  2. Tertiary qualification in a related field, including project management or equivalent PRINCE2 certification.

Remuneration and Benefits

Total remuneration package will be up to $127,909 per annum (salary of $103,618 to $110,840 plus 15.4% Superannuation) - dependent experience, skills and abilities.

  • Section 22 of the Public Service Act 1999 requires that APS employees must be Australian citizens
  • There are restrictions on employment of people who have, within the previous 12 months, accepted a redundancy benefit from an APS agency or a non-APS Commonwealth employer.
  • For the duration of your employment with the OAIC you will be required to obtain and maintain an Australian Government security clearance.
