The Department of Immigration and Border Protection (DIBP) Visa Holders Data Matching Program Protocol

Australian Taxation Office (ATO)

The ATO will match data provided by DIBP to detect and deal with compliance risks with the visa holding population.

The ATO will compare data provided by the DIBP for the period
1 July 2013 to 30 June 2017.

Program Protocol for Data Matching with the Australian Transaction Reports and Analysis Centre (AUSTRAC)

Department of Human Services (DHS)

DHS will match data collected from the Australian Transactions Reports and Analysis Centre (AUSTRAC) to reduce inappropriate access to welfare payments by identifying welfare customers who may have undeclared wealth.

The Credit and Debit Card Data Matching Program Protocol

Australian Taxation Office (ATO)

The ATO will match the credit and debit card payment data provided by financial institutions against ATO records to identify businesses that may not be meeting their registration, reporting, lodgement and/or payment obligations.

The Ride Sourcing Data Matching Program Protocol

The ATO will match the account information of ride sourcing facilitators obtained from financial institutions against ATO records to ensure taxpayers are meeting relevant obligations regarding ride sourcing income. The data matching program will also provide the ATO with insights and intelligence relating to voluntary compliant and compliance profiles of individuals involved in ride sourcing.

Real Property Transactions Data Matching Program Protocol

Australian Taxation Office (ATO)

Data relating to real property transactions will be obtained from state and territory revenue and land offices. The program will provide the ATO with intelligence about real property transactions, identify risks and trends in taxation non-compliance, and support the ATO’s work in ensuring taxation compliance and the integrity of the taxation system.

DHS Specified Benefits and Entitlements 2014-15 and 2016-17 Data Matching Program Protocol

Australian Taxation Office (ATO)

The data matching program involves the collection of information from the Department of Human Services relating to recipients of the family tax benefit part B, paid parental leave scheme, carer allowance, and Medicare entitlements statements.

The collected information will be used for purposes including identification of eligible recipients, identification of compliance issues, promotion of voluntary compliance and identification of non-compliance risks and trends.

Lifestyle Assets 2013-14 and 2014-15 Financial Years Data Matching Program Protocol

Australian Taxation Office (ATO)

The data matching program will involve the collection of information on insurance policies on assets including marine vessels, enthusiast motor vehicles, thoroughbred horses, fine art and aircraft.

The collected information will be used for purposes including taxpayer, profiling, identification of compliance issues, promotion of voluntary compliance, and identifying avenues for assisting in debt management activities.

Contractor Payments – 2016-17; 2017-18 and 2018-19 Financial Years Data Matching Program Protocol

Australian Taxation Office (ATO)

This data matching program will involve the collection of information from businesses relating to those businesses payments to contractors.

The collected information will be used by the ATO to identify contractors that may not be meeting taxation obligations.

Commonwealth Electoral Roll Details – Data Matching Program Protocol

Australian Taxation Office (ATO)

This data matching program will involve the collection of information relating to registered voters from the Australian Electoral Commission (AEC).

The collected information will be used by the ATO for purposes including the identification of unregistered taxpayers, the location of tax payers with outstanding lodgement, reporting or payment obligations, and the administration of Australia’s Foreign Investment Framework.

Specialised Payments Systems 2014-15 to 2016-17 Data Matching Program Protocol

Australian Taxation Office (ATO)

The purpose of the data matching program is to match data about electronic payments received by businesses through specialised payment systems, such as PayPal Australia Pty Ltd, against ATO records to identify those businesses that may not be meeting their compliance obligations.

Emissions Reduction Fund Overlap Assessment Programme Data Matching Protocol

Clean Energy Regulator (CER)

The CER will match data from state-based energy efficiency certificate schemes to identify businesses or individuals who could be claiming benefits in two schemes, for the same activity and therefore not meeting their obligations under the Carbon Credits (Carbon Farming initiative) Act 2011 and Carbon Credits (Carbon Farming Initiative) Rule 2015.

Electricity Metering Data Matching Protocol

Clean Energy Regulator (CER)

The data matching program aims to ensure the credibility and integrity of Renewable Energy Certificates (RECs) issued under the Small-Scale Renewable Energy Scheme.

The Clean Energy Regulator will match data provided by the Australian Energy Market Operator against agency records to identify organisations or individuals who may be making ineligible claims for RECs.
